A gazebo standing on a deck is a wind load bearing on the deck framing, not an ornament sitting on top of it. The post positions were resolved against the joist layout before the boards went down so each leg lands on structure, and the platform was sized to leave a working margin around the gazebo footprint rather than finishing flush with it.
